  <p>Information: STROKE IS FATAL TO LOCAL LADY - Funeral services for Mrs. Ruie Belle Starcher, 83-year-old widow of the late O. F. (Coop) Starcher, were held Saturday at the Vail funeral home.  Rev. Paul Morton officiated and the burial was in Pine Hill cemetery.  Mrs. Starcher suffered a stroke at her home several days prior to her death at Jackson General Hospital on Thursday.  She was born at Ripley, April 12, 1884, a daughter of Joel and Jane Furman Sayre.  She was a member of the Ripley E. U. B. Church.  Survivors are a son, Edgar of Sissonville; two sisters, Lizzie Davis of Logan, Ohio and Elva Stewart of Ripley; two grandchildren and 3 great-grandchildren.</p>
