  <p>Information: COUNTY MOURNS LOSS OF HAROLD &#39;PUNK&#39; STARCHER - RIPLEY -The Jackson County community is mourning the loss of prominent businessman and community leader Harold E. ""Punk"" Starcher.  Starcher, 84, died Monday evening at his Ripley home following an extended illness.  Born August 13, 1929 in Logan, Starcher was a civil engineer and owned Chartwell Corporation in Ripley.  Starcher was a U. S. Army veteran and member of the Ripley American Legion Post.  He was also a member of the Ripley Rotary Club and First Presbyterian Church of Ripley.  In keeping with his wishes, Starcher was cremated.  A joint memorial service for Starcher and his wife, Virginia ""Ginny"" Starcher, who preceded him in death five months ago, will be held at a later date.  Waybright Funeral Home of Ripley will be in charge of arrangements.  Online condolences may be sent to www.waybrightfuneralhome.com.</p>
