Information: HEART ATTACK PROVES FATAL - CECIL STAATS, UNITED CARBON COMPANY OFFICIAL, DIED TUESDAY MORNING -  Cecil L. Staats, 56 of Ripley and the General Supt. of the Land Department and the Oil & Gas Department of the United Carbon Company, died of a coronary occlusion at a Charleston hospital at three o'clock Tuesday morning where he had been taken only a few hours before.  He returned from a western trip for his company last Saturday and was not feeling well.  He was given medical attention Sunday, but at that time tests did not reveal a bad heart condition.  On Monday night, he became worse and his physician ordered him to a hospital where he was placed in an oxygen tent but died a short time later.      The funeral services will be held at the Ripley E.U.B. church on Thursday afternoon at two-thirty with the Rev. Ralph Mahoney and Rev. Lejeune Lewis officiating and the burial with the Vail undertakers in charge will be in the Fairplain cemetery.  Survivors include his widow, Mrs. Susie Staats; one son, Edwin Staats of Ripley; three daughters, Mrs. Mary Ray of Wayne, Mrs. Evelyn Thomas and Mrs. Onalee Rader, both of Ripley; three brothers, Howard of Ripley, Orville of Norfolk, Va., and Harlan of Parkersburg; two sisters, Mrs. Lessie Goodwin and Wanda Staats, both of Ripley; his mother, Mrs. Ida Staats, also of Ripley and eight grandchildren.      Mr. Staats had been connected with the United Carbon Company for 26 years and had risen to a place of prominence in oil and natural gas development and was widely known in all parts of the United States where his company operates.  He was a director of the West Virginia Oil & Natural Gas Association, had been a leader in the development of the West Virginia Youth Camp at Ripley, and had always been a leader in civic enterprises.  He was a native Jackson countian and although his duties sent him to the far flung enterprises of his company, he never lost his interest in local affairs and remained a resident of Ripley.      He was born at Staats Mill on January 12, 1897, a son of the late Isaac C. and Ida Ryan Staats.  Early in life he was a school teacher but his interest in oil and gas development sent him into that field and he was connected with several companies before he became associated with United Carbon over a quarter of a century ago.  In his death the United Carbon Company loses a highly respected and efficient employee and Ripley and Jackson county loses one of its outstanding citizens.
