  <p>Information: William Oscar Skeen, 84, of Given, died Monday, July 13, 1987, in Jackson General Hospital, Ripley, after an extended illness.  He was the son of the late Samuel and Margaret Garrett Skeen.  He was retired from the State Department of Highways.  He is survived by one son, William C. Skeen of Given; one daughter, Ruth Ann Casto of Given; one brother, Samuel Odell Skeen of Ripley; and four grandchildren.  He was preceded in death by his wife, Lilly Phillips Skeen.  Services will be 11 a.m. today (Wednesday) at Parsons Funeral Home Chapel, Ripley, with the Rev. Timothy Showen officiating.  Burial will be in the Garrett Cemetery, Kentuck.</p>
