  <p>Information: GIVEN - William Carroll ""Bill"" Skeen, 63 of Given, Jackson County, died June 9, 1997, at the home of his sister, Ruth Casto of Kenna, after a long illness.  He was a truck driver, a Teamster, an Army veteran and a graduate of Ripley High School.  Also surviving:  son, William Matthew of Kenna; daughters, Jacqueline Ann Skeen of Garfield, N. J., Lisa Marie Skeen of Englewood Park, N. J.   Service will be 11 a.m. Thursday at Parsons-Waybright Funeral Home, Ripley, with the Rev. Chester Bird and the Rev. Charlie Bolen officiating.  Burial will be in Garrett Cemetery, Kentuck.  Friends may call from 6 to 9 p.m. today at the funeral home.  In lieu of flowers, the family suggests donations to Kanawha Hospice Care, 1143 Dunbar Ave., Dunbar, W. Va.  25064.</p>
