  <p>Information:      Herman Dallas Skeen, 78, of Kenna, Jackson County, died Nov. 10, 1998 at Jackson General Hospital following a short illness.         He was born February 18, 1920, at Kentuck, Jackson County, a son of the late Otho and Malissa Godbey Skeen. He was retired from Libby-Owen-Ford with 36 years&#39; service.  He was a volunteer at Kenna Elementary School.         He is survived by a son, Dallas W. Skeen of Kenna; one sister, Justine Koontz, Kenna; and several nieces and nephews.         In addition to his parents he was proceded in death by his wife, Mamie Bell Parsons Skeen, two brothers, Kermit Skeen and Hershel Skeen;    two sisters; Loraine Casto, Dorline Boggess and a half brother, Guy Boggess.         Funeral service will be 11:00 a.m. Friday at Parsons-Waybright Funeral Home, Ripley, with Rev. Hubert Groves officiating.  Interment will be at Jackson County Memory Gardens, Cottageville.  Friends may call Thursday 6-9 p.m. at the funeral home. </p>
