  <p>Information: RIPLEY - Harvey O. Skeen, 65, of Ripley, died March 11, 1992, at Jackson General Hospital after a short illness.  He was retired from Union Carbide, Institute.  He was a veteran of World War II.  Surviving: wife, Mary; sons, Douglas Ray of Ripley, David Overton of Stafford, Va.,Danny Lee of Cottageville; daughter, Donna Skeen of Ripley; brothers, Larry Skeen of Sissonville, Lowell Skeen of Miami, Dorman Skeen of Clendenin; sisters, Inez Jones, Virginia Fisher and Emma Fisher, all of Sissonville, Myrtle Fisher of Given, Frances Humphreys of Dunbar, Freda Cummings of Ripley; one grandchild.  Service will be 1 p.m. today at Vail Funeral Home, Ripley with the Rev. Wayne Hinzman officiating.  Burial will be in Jackson Memory Gardens, Cottageville.</p>
