  <p>Information: RIPLEY - Perry Shinn, 88, of Ripley, died Oct 8, 1998, in Jackson General Hospital after a long illness.  He was owner/operator of Shinn Electric Co., Ripley, a member of Calvary United Methodist Church, a former member of Ripley City Council and an Air Force veteran of World War II.  Surviving: son, James Patrick Shinn of Ripley; brother, James J. Shinn of Oklahoma; grandson, James P. Shinn, Jr. of Scott Depot; one great-granddaughter.  Service will be 2 p.m. Saturday at Parsons-Waybright Funeral Home, Ripley.  Burial will be in Fairplain Cemetery.  Friends may call one hour prior to service at the funeral home.  In lieu of flowers, the family suggests donations to the American Cancer Society, c/o Erica Butcher, Parkway Center, 3901 Briscoe Road, Parkersburg, WV 26101.</p>
