Information: Effie J. Scragg, 73, of Charleston, died Wednesday, Dec. 28, 1988, at CAMC, General Division, after a short illness.  She was a former employee of Fletcher Enamel Co., Dunbar.  She was a member of the Charleston Mountain Mission and the Adult Bible Class at the church. She was a former member of the church choir.  She was a member of the Eastern Star.  Surviving:  husband, Rev. Charles F. Scragg; stepsons, William Scragg of Pocatalico, Tom and Jake Scragg, both of Charleston, Adrian Fisher of Charleston, H. D. Fisher of South Charleston; daughter, Deloris Buchanan of Dunbar; stepdaughters, Mrs. Patti Hermansdorfer of Pocatalico, Mrs. Mary Ann Bowles and Mrs. Charlotte Scott, both of Charleston, Mrs. Lillian Skiles of Campbells Creek, Mrs. Garnet Larch of St. Albans; brothers, Romie Tolley of Ripley, Howard Tolley of Marion, Ohio, Earl Tolley of Melbourne, Fla.; sister, Mrs. Pearl Jividen of Dunbar; 13 grandchildren; 14 great-grandchildren.  Service was Saturday at Charleston Mountain Mission with the Rev. J. E. ""Budd"" Legg and the Rev. Clarence Edens officiating.  Burial was in Grandview Memorial Park, Dunbar.  Cunningham-Parker-Johnson Funeral Home was in charge of arrangements.
