Information: Columbus, Ohio--Nellie Balch Kapp Sayre, 92, of Columbus died Thursday, Nov. 12, 1998, at home after a long illness.  She ws a native of Ripley, W. Va., and was retired from National Electric Co. with 25 years of service.  Surviving:  son, Robert O. Kapp of Columbus; sister, Marie Fink of Columbus; two grandchildren; three great-grandchildren.  Graveside service will be 1:30 p.m. Sunday in Creston Cemetery, Evans, W. Va., with the Rev. Phillip Scarberry officiating.  Casto Fuenral Home, Evans, is in charge of arrangements.  The family suggests donations be sent to the Veterans Memorial Fund, Leon, WV.
