  <p>Information: NITRO-Frankie Marie Sayre, 69, wife of Jackson County native, Don C. Sayre, departed this life, September 25, 1999, at Morris Memorial Nursing Home, Milton, WV following an extended illness.    She was born May 23, 1930, at Billings, Roane County, a daughter of the late Russel Gordie and Margrie (Evilsizer) Phillips.  She was a homemaker, a member of Cross Lanes Bible Church, a volunteer at the Rehabilitation Center at Institute and was a 45 year resident of Nitro.    In addition to her husband, survivors include:  her son Dan T. Sayre of Nitro; daughter Donna (Sayre) Neumann of Greenville, SC; brothers, Golden Phillips of Melbourne, FL, Kenneth Phillips of Nitro, Stephen Phillips of St. Albans; sisters, Erca Wrighton of Melbourne, FL and Anna Mae Doolittle of Spencer; grandchildren, Nathanael Neumann and Isaiah Neumann; several nieces and nephews.    She was also preceded in death by a brother, Rolland Phillips.    Services were held Tuesday, September 28, 1999 in Nitro with Pastor David Thaxton officiating.  Burial followed in the Blaine Memorial Cemetery, Cottageville, WV.  Arrangements were conducted by Casto Funeral Home, Evans, WV.</p>
