  <p>Information: "Roe"" O. Monroe Randolph, 65, of Dover Drive, Charleston, died Jan. 2, 1991, in Thomas Memorial Hospital after a short illness.  The son of Mr. and Mrs. J. P. Randolph of Ripley, he was retired from Union Carbide, Institute, with 29 years&#39; service, a Navy veteran of World War II and a native of Ripley.  In addition to his parents, he is survived by his wife, Betty Francisco Randolph; son, Michael E. of Kanawha City; brother, Clifford of Ripley; sister, Gertrude ""Sis"" Fields of Charleston.  Service was held Saturday at Keller Funeral Home, Dunbar, with the Rev. William Lane Jr. and the Rev. Waterman Newhouse officiating.  Burial was in Tyler Mountain Memory Gardens, Cross Lanes.</p>
