  <p>Information: Eula Gladys Peters, 82, of Larchmont Avenue, Utica NY, formerly of Parkersburg, died Friday, Nov. 24, 1995, at Herkimer NY.  She was born in Gay, a daughter of the late Charles E. and Mary Knopp Cox.  She had attended Parkersburg schools and was a 1931 graduate of Mountain State Business College.  She was retired from the Internal Revenue Service and was a member of Stout Memorial United Methodist Church.  Surviving:  son, Gerald L. Peters of Utica; one granddaughter and four neices.  She was preceded in death by her husband, Howard James Peters, and two brothers, Kenneth B. Cox and Edwin D. Cox.  Services are 1 p.m. Wednesday (today), at Leavitt Funeral Home, Parkersburg, the Rev. Lindsay Thorp officiating.  Burial at Parkersburg Memorial Gardens.  Visitation until 1 p.m. Wednesday.</p>
