  <p>Information: Lottie Belle Payne, 63, of Ripley, died Friday, April 5, 2002, at home.  She was born August 25, 1938, in Kanawha County, a daughter of the late Otis and Elvia Hackney Shaffer.  She was a Christian and attended Centennial Church.  She is survived by sons, James Payne and wife Bonnie of Ripley, Jerry Payne and wife Peggy of Sandyville, George W. Payne, Jr. and wife Shawna of Sandyville, and Joe Payne and wife Amanda of Ripley; daughters, Mona Stover of Wilmington NC, Liz Bryant and husband John of Ripley, Swanee Ditoto and husband Gary of Ripley and Sandy Simmons and husband Phil of Ravenswood; brothers, Hubert Shaffer of Ripley, Clifford Shaffer of Cicerone WV, Arnold Shaffer of Cicerone WV and Curtis Shaffer of Elkview; sisters, Shirley Haynes of Kenna and Dottie Jean Harrison of Harmony; 13 grandchildren and seven great-grandchildren.  In addition to her parents, she was preceded in death by her husband, George Payne; a great-grandson, Michael; one brother and one sister.  Services were held Monday at Vail Funeral Home Chapel in Ripley.  Burial in Pine Hill Cemetery in Ripley.</p>
