  <p>Information: RIPLEY--Mrs. Elpha D. Parsons, 95, died in Parkersburg, Thursday morning.  She was born in Frozen Camp, Jackson County, daughter of the late James and Katherine Wiblin.  She is survived by two sons, Harold C. and Wilbur C. Parsons, of Parkersburg; a daughter, Mrs. Kay Grantham of Tampa, Fla.; a foster daughter, Mrs. Evelyn Huggins, of Parkersburg; four grandchildren; seven great-grandchildren and three great-great-grandchildren.  She was preceded in death by her husband, L. B. (Oaf) Parsons.  Services will be at 2 p.m. Saturday at Vail Funeral Home, with burial in the Fairplain Cemetery.  Friends may call at the funeral home after 1 p.m. today.</p>
