  <p>Information: Funeral services for Mrs. Mabel Archer O&#39;Neal, 77, of 213 Elm St., Belpre, who died Sunday morning in Camden-Clark Memorial Hospital will be held at 11 a.m. Thursday at the Spencer Funeral Home in Belpre.  The Rev. Roy Wigal will officiate with burial to be in Rockland Cemetery.  Born near Ripley, she was a daughter of the late Alonzo and Ella Rhodes Archer.  A resident of Belpre most of her life, she was a member of St. Mark United Methodist Church there.  Survivors include one brother, Earl Archer of Sharon, Pa.; three nephews and three nieces.  She was preceded in death by her husband, Carroll O&#39;Neal, who died 12 years ago, one brother and one sister. </p>
