  <p>Information: Delbert Charles Miller, 64, of Ripley, died February 12 at Jackson General Hospital, following a short illness.  He was born in Roane County, son of the late Willie Ray Miller and Mary Erma Guthrie Miller.  He was retired from Appalachian Power with 38 years of service, veteran of Korean War (U. S. Army), and attended Ripley Tabernacle Church. He is survived by his wife, Elaine Elliott Miller; one son, Dana Lee Miller of Charleston; four brothers, Wayne Miller, Leroy, Russel Miller, Chiefland, FL,  Henry Miller, Ripley, and Bill Miller of Reedy; four sisters, Hazel Seaman, Ripley, Rachel Johnson, Ripley, Mildred Kerns, Leroy, and Thelma Harrison, Given; two grandchildren, Lindsay and Meredith.  He was preceded in death by two brothers and one sister.  Services will be Thursday at 11 a.m. at Vail Funeral Home with the Rev. Orland Reynolds officiating.  Burial will be in Fairplain Cemetery, Fairplain WV.  Friends may call Wednesday evening from 6-9 p.m. at Vail Funeral Home.</p>
