  <p>Information: ELIZABETH-Robert D. Koontz 59, of Elizabeth died March 20, 1993, at Camden Clark Hospital, Parkersburg, after a long illness.  He was a member of Gates Rige United Methodist Church, Wirt County.    Surviving:  mother, Blanche Counts Koontz of Elizabeth; brothers, Richard and Okey, both of Sandyville, Fred of Parkersburg, Ted of Columbus, OH; sisters, Rosalie Kerwood of Cottageville, Eloise Sayre of St. Albans, Loretta Full of Newark, Janet Burton of Elizabeth, Betty Anderson of Harrisville. Service wil be 11 a.m. Tuesday at Vail Funeral Home, Ripley with the Rev. Peggy Schraff officiating.  Burial will be in Koontz Cemetery, Fisher Ridge, Goldtown.  Friends may call after 3 p.m. today at the funeral home.</p>
