  <p>Information: ELIZABETH-Mrs. Blanche C. Koontz, 88, of Elizabeth died June 12, 1993, at Camden-Clark Memorial Hospital, Parkersburg, after a long illness.  She was a member of Gates Ridge Methodist Church, Rockport, and a homemaker.  Surviving:  sons, Richard and Okey, both of Sandyville, Fred of Parkersburg, Ted of Columbus, Ohio; daughters: Rosalie Kerwood of Cottageville, Eloise Sayre of St. Albans, Loretta Full of Newark, Janet Burton of Elizabeth, Betty Anderson of Harrisonville; brother, Thomas Counts of Ripley; sister, Bernice Roberts of Aiken, SC; 21 grandchildren, 19 great-grandchildren.  Service will be 2 p.m. Tuesday at Vail Funeral Home, Ripley, with the Rev. Bill Anderson officiating.  Burial will be in Koontz Cemetery, Fisher Ridge, near Kenna.  Friends may call after 3 p.m. today at the funeral home.</p>
