  <p>Information: William Othel Kiser, 80, of 1012 Home St., died Friday in General Division, CAMC, after a long illness.  He was retired from Union Carbide Corporation and Pinkerton Security Agency.  Surviving: wife, Emma Morris Kiser; sons, William II of Fort Washington, Md., and Eddie of Jacksonville, Fla.; daughters, Mrs. Marie Tinsley of Charleston, Mrs. Mona Agee of Palm Beach Gardens, Fla., and Mrs. Jattallee Panaro of St. Petersburg; brother, Warren of Charleston; sisters, Mrs. Ola Kessell of Roanoke, Va., Mrs. Gatha Dodson of Charleston, Mrs. Tressie Casto of Ripley, and Mrs. Verdine Tinsley of Poca; five grandchildren.  Service will be 11 a.m. Monday at Cunningham-Parker-Johnson Funeral Home with the Rev. A. F. ""Buck"" Brudette and the Rev. Donnie Kiser officiating.  Burial will be in Tyler Mountain Memory Gardens.  Friends may call from 2 to 4 p.m. and 6 to 9 p.m.Sunday at the funeral home.</p>
