  <p>Information: Roberta P. Kinney, 62, of Wheeling, died Sunday in Wheeling Hospital following a short illness.  She was born in Sandyville, a daughter of the late Ray and Elpha Pursley Palmer.  She was a member of the Christ United Methodist Church, Wheeling and also a member of the Related Women&#39;s Organization of the church.  She had retired in the spring of 1986 from the West Virginia Department of Employment Security.  She is survived by her husband, Robert M. Kinney; two sons Robert M., Jr. of Goldsboro, N.C., and Barry P. of St. Louis, Mo.; four brothers, Richard and Paul both of Sandyville, Dale of Parkersburg and Charles of Germantown, Md.; four sisters, Gladys Moore of Parkersburg, Alta Eddy of Annapolis, Md., Dorothy Palmer of Sandyville and Jean Fauss of Mineral Wells and two grandsons and one granddaughter.  Services will be Thursday, 11 a.m. at the Burdette Funeral Home, Parkersburg with the Rev. John L. Holbert officiating.  Burial will be in Parkersburg IOOF Cemetery.</p>
