  <p>Information: Theodore R. ""Joe"" Kessel, 83, Hurricane, formerly of Charleston, died Saturday in Putnam General Hospital, Teays Valley, after a short illness.  He was a retired axe grinder for True Temper Corp. with 44 years of service.  He was a former member of Judson Baptist Church and a 36-year resident of Putnam County.  Surviving:  wife, Lora Kessel; sons, Raymond of Raleigh, N. C., Daniel R. of Oak Ridge, Tenn.;  sisters, Edda Hall of Belle, Fredda Moore of Charleston; seven grandchildren and three great-grandchildren.  Service was Tuesday in Chapman Funeral Home, Teays Valley, with the Rev. Herb Capehart officiating.  Burial was in Fairplain Cemetery, Jackson County.</p>
