  <p>Information: Herman W. Kessel, 83, of 604 19th St., Vienna, died Saturday morning.  He was born in Jackson County at Cottageville, a son of the late Huston and Rachel Barber Kessel.  He was a member of the First Baptist Church in Parkersburg.  He was a life-time member of the Elks Lodge 198 of Parkersburg and was a former accountant with American Viscose.  He is survived by one grandson, Brett Alan Kessel of Athens, Ohio; and a lifetime friend, Laura Bigley of Vienna.  He was preceded in death by one son, Harry Roger Kessel in 1972 and one daughter, Betty Ann Kessel in 1965; four brothers and five sisters.  Services were Tuesday at the Leavitt Funeral Home with the Rev. Phillip Newhart officiating.  Burial was in the Mount Olivet Cemetery.  A memorial service by the Elks was Monday at 7:30 p.m.</p>
