  <p>Information: Delbert Kay, 68, of Dunbar, was dead on arrival Saturday at Thomas Memorial Hospital after an apparent heart attack.  He was a retired construction worker, a member of the Dunbar First Baptist Church and a native of Ripley.  Surviving:  wife, Anna Sovine Kay; sons, John of Dunbar and Danny of Tyler Mountain; daughters, Mrs. Margaret Workman of Hamilton, Ohio, Mrs. Charlotte Legg of Dunbar and Mrs. Connie Pheanis of Middletown, Ohio; brothers, Russell of Pinville, Ind. and Jesse of Dunbar; sisters, Mrs. Tina Withrow, Miss Lona Kay and Miss Lettie Kay, all of Dunbar and Mrs. Velma Thurston of Lancaster, Ohio; 13 grandchildren.  Service was held Tuesday in First Baptist Church, Dunbar, with the Rev. George Pauley officiating.  Burial was in Grandview Memorial Park, Dunbar.</p>
