  <p>Information: FIRST FATALITY (continued from Page 1--first part missing)    Patrolman Clarence Mullen, the accident occurred about 10:35 p.m. Wednesday.  Howell was taken to Jackson General Hospital in a Chambers Funeral Home ambulance from Ravenswood and died of his injuries about 4 a.m. Thursday.    Mrs. Teets was said driving west in a 1966 Chevrolet and Burns was traveling east in a 1969 Chevrolet when the latter car went out of control and hit the car driven by Mrs. Teets headon.  Burns has been charged in Judge David R. Karr&#39;s Municipal Court in Ravenswood with negligent homicide.    Mr. Howell was born in Jackson county, a son of J. M. and Mamie Tumlin Howell.  He was a merchant.  Mr. Howell is survived by his wife, Ann Dernberger Howell; two sisters, Mrs. Eleanor Howell, Vienna, and Mrs. Anna Stevens, Parkersburg; two brothers, John and Carl, both of Ravenswood, and one niece, Mrs. Juanita Bell, Washington, WVa.  Funeral services were conducted at 2 p.m. Sunday at the Chambers Funeral Home, Ravenswood.</p>
