  <p>Information: Joan Starcher Hill, 55, Spencer died in Roane General Hospital following a brief illness.  Born in Spencer, a daughter of the late Willard C. and Dorothy Carper Starcher, she was preceded in death by her husband, J. Fred Hill.  She and her late husband owned and operated the Fred Hill Chevrolet Agency in Spencer.  She was a graduate of Spencer High School and a member of Wetzel Chapter No. 27 of OES, Spencer, Hill and Hollow Garden Club, president of Willard C. Starcher Inc., member of Spencer Baptist Temple Church and the Tuesday Night Bowling League.  Surviving are her mother and step-father, Mr. and Mrs. Jess Akers of Spencer; a daughter, Mary Beth White of Spencer; a son, John F. Hill of Spencer; two stepsisters, Marcia Rutherford and Betsy Rawson, both of Parkersburg; a stepbrother, John W. Akers of Canton, Ohio; two aunts, Imogene Starcher and Gladys Vineyard; and two grandchildren, Adam and Justine White.  Burial was in the family plot in Spencer Cemetery.</p>
