  <p>Information: RAVENSWOOD - Charles Edward Harvey, 59, of Ravenswood, died September 8, 1996 at home after a long illness.  He served as Jackson County Commissioner from 1979 to 1985 and was instrumental in the formation of the county ambulance service, building the county airport, construction of the landfill, improvements for the Jackson County Fairgrounds and recreational area, securing information and funding for water and sewage services and fostering the creation of Jackson County Industrial Park.  He was a member of First United Baptist Church, Ravenswood.  Surviving:  wife, Patricia Merrill Harvey; son, Charles Wesley of Ravenswood; mother, Clara Louise Harvey of Glendale; brother, Paul Alan Harvey of Moundsville.  Service will be 11 a.m. Wednesday at First United Presbyterian Church, with the Rev. Dr. Wallace Wilson officiating.  Burial will be in Ravenswood Cemetery.  Arrangements made by the Roush Funeral Home, Ravenswood.</p>
