Information: Hazel Estep Starcher Garnett, 72, formerly of Ripley, the widow of the late Tracy T. Starcher (1902-1967), died in Huntington after a long illness on April 29. The funeral service was conducted at Tingly-Carpenter Mortuary by Rev. Robert L. Thomas, Rector of Trinity Episcopal Church, assisted by the Rev. Paul Smith, priest associate. Interment followed in the Estep family burial plot at Woodmere Memorial Burial Park, Huntington. Mrs. Garnett, the daughter of Judge and Mrs. Charles Estep, attended Marshall University and the University of Michigan before enlisting in the WAVES, where she served as an officer in World War II. She was active in Democratic politics while a resident of Jackson County and later at the state level, where she served actively as a member of the State Executive Committee and in activating the interest of Democratic women. She served on committees during West Virginia's Centennial in 1964 and at the state's exhibit at the New York World's Fair. She was active in the Episcopal Church Women (ECW). After moving to Huntington, she married Frank E. Garnett, who died in 1979. Those surviving are her brother, Chalres L. Estep, his wife, and their two daughters.
