  <p>Information: William Otho Gandee, 86, of Sandyville, died Monday, September 24, 1990, at Jackson General Hospital. He was born at Kenna of October 29, 1903, son of the late Charles and Ellen Wiseman Gandee.  He was retired from West Virginia Department of Highways and was a member of the Comet United Methodist Church.  He is survived by his wife, Elva Casto Gandee; son, Carroll of Ravenswood; daughters, Glennis Shepherd, Naomi McCrady and Charlene Balis, all of Sandyville; sisters, Thelma Janney of Charleston, Belle Anderson of Duncan and Alma Sayre of Triadelphia; 8 grandchildren and 13 great-grandchildren.  He was preceded in death by 4 sisters and 2 brothers.  Services will be held Thursday at 2 p.m. at Vail Funeral Home with Rev. Paul Morrison and Rev. Danny McVey officiating.  Burial will be in Independence Cemetery at Sandyville.  Friends may call at the funeral home after 2 p.m. (today) Wednesday.</p>
