  <p>Information: Howard Lee Gandee, 53, of St. Albans, born, Aug. 16, 1923, the son of Mr. and Mrs. Uriah Gandee of Ripley, was dead on arrival Saturday at Thomas Memorial Hospital of an apparent heart attack.  He was a mechanical supervisor for Pfaff and Smith Building Supply Co. and a 20 year resident of St. Albans.  He was a World War II veteran.  Other survivors:  wife, Phyllis Skeen Gandee; daughter, Mrs. Carma Lyons of St. Albans; sisters, Mrs. Hilda Rankin of Parkersburg, Mrs. Helen Delaney of Fairbanks, Alaska; two grandchildren.  Service was held Tuesday in Casdorph-Curry Funeral Home, St. Albans, with the Rev. S. Robert Weaver officiating.  Burial was in Cunningham Memorial Park, St. Albans.</p>
