Information:   Mrs. Joann Fletcher, 51, of Star Rt., Middlebourne, the sister of Donald Ferguson of Ripley, died Monday in Ohio Valley Hospital, Wheeling.   Born in Middlebourne, daughter of the late Dr. Joseph and Etta Harrison Ferguson, she was a member of East Street United Methodist Church, Middlebourne.  She also belonged to the Middlebourne Order of Eastern Star and the Middlebourne American Legion Auxilliary.   Mrs. Fletcher had been employed in the marketing and accounting department of the Conalco Co. in Hannibal, O., for many years.   Others survivors: husband, Robert L. Fletcher; one son, Lee of Middlebourne, one daughter, Tina Mitchell of San Antonia, Tex.; one sister, Bernice Phillips of Oil Springs, Ky,.; and three grandchildren.   Funeral services will be held at 2 p.m. today (Wednesday) at Goodwin Funeral Home, Middlebourne, with the Rev. D. W. Poling officiating.  Burial will be in Middlebourne Cemetery.
