  <p>Information:   William Andrew Fisher, 73, of Staats Mill, died Monday at home, after a long illness.      He was born April 19, 1910, son of the late Daniel Park and Tillie Jane Fields Fisher.      He was an employee of the West Virginia Department of Highways and a farmer.  He atended Mt. Carmel Baptist Church, Staats Mill.      Surviving: sons, Alie Ray Fisher of Vienna, Harold Keith of Ripley; stepson, Ricky Koon of Kentuck; daughters, Bessie Tolley of Gay, Ethel Ramsey, Shirley Kay and Mertie Westfall all of Staats Mill, Mildred Critchfield of Lakemore, Ohio; sister Elva Fields of Staats Mill; 21 grandchildren; six great-grandchildren.      Funenral services will be held at 3:30 p.m. today (Wednesday) at Mt. Carmel Baptist Church, Staats Mill, with the Rev. David Moore and the Rev. Orville Walker officiating.  Burial will be in Southall Cemetery, Jackson County.      Parsons Funeral Home is in charge of arrangements.</p>
