  <p>Information: Helen H. Bailey, 62, of New Smyrna Beach, Florida, died Saturday, April 28, 1990, at her home.  She was born October 25, 1927 in Charleston, daughter of the late Howard R. and Myrtle Perry Harper.  She was a retired schoolteacher and a member of the Alpha Delta Kappa teacher&#39;s sorority.  Surviving:  stepson, Richard L. Bailey of Rockledge, Fla.; brother, Gross W. Harper of Charleston; sisters, Ernestine Johnson, Mary Melnick and Lois O&#39;Dell, all of Charleston.  Funeral services will be held Friday at 11:00 a.m. with Rev. Charles Bird officiating at Vail Funeral Home.  Burial will be in Grasslick Cemetery.  Friends may call at the funeral home after 7 p.m. Thursday.</p>
