  <p>Information: Harrell R. Bailey, 71, of Liberty, died Friday, Feb. 20, 1987, in Jackson General Hospital, Ripley, after a long illness.  He was a member of Emma Chapel Methodist Church, Divide Ridge, and was a retired employee of Union Carbide.  He was a veteran of World War II.  He was a widely known artist.  Surviving:  wife, Wanda Lee; son, Jan of Ripley; mother, Bessie Hill Bailey of Wheeling; brothers, Ray of Eleanor, Arnold of Jacksonville, Fla., Claude of Scott Depot; sisters, Katherine Haines of Charleston. Opal Stuart of New Port Richey, Fla., Alice Crouser of Wheeling.  Service was Sunday in Emma Chapel Methodist Church, with the Rev. Eddie Grant officiating.  Burial was in the church cemetery.  Vail Funeral Home, Ripley, was in charge of arrangements.</p>
