  <p>Information: Mrs. Elsie Fay Fisher, 74, Charleston, died March 10, 1991, at home after a short illness.  Formerly of Ripley, she was a member of Fisher Chapel United Methodist Church.  She was a homemaker.  Surviving:  daughters. Sharon Lynch and Judy Fisher, both of Ripley; sons, Bruce Harper of Sissonville, Lawrence Fisher of Avon, Mass.; sisters, Zella Johnson and Dana Meeks, both of Charleston, Freda Dunaway of Baton Rouge, La.; brother, Elmer Harper of Melbourne, Fla.; nine grandchildren; four great-grandchildren.  Service will be 1 p.m. today (Wednesday) at Long-Fisher Funeral Home, Pocatalico, with the Rev. Billy Lanham officiating.  Burial will be in Emma Chapel Cemetery, Liberty.</p>
