  <p>Information:   Elmer Lowell Fish, 78, of Bidwell, Ohio, formerly of the Charleston area, died Sunday in Holzer Medical Center, Gallipolis, Ohio.      He was a retired chemical operator at FMC Corp., Nitro, and was born in Putnam County.  He was a member of Westerman United Methodist Church, Evergreen, Nitro Masonic Lodge, Scottish Rite Bodies and Beni Kedem Shrine, Charleston.      Surviving; wife, Mildred Waters Fish; daughters, Beckey Brown of Ravenswood, Judy Hash of Bidwell, O.; son, Howard L. Fish of Kingston; 11 grandchildren; 20 great-grandchildren; two great-great- grandchildren.      Service will be at 11 a.m. today (Wednesday) in Westerman United Methodist Church with the Rev. C. J. Lemley officiating.  Burial will be in Ohio Valley Memory Garndens.  Willis Funeral Home, Gallipolis, Ohio is in charge of arrangements.</p>
