  <p>Information:   Charles Morgan Fischer, age 56, died Tuesday in Thomas Memorial Hospital, Charleston.  The deceased was a brother of Paul E. Fischer of Sandyville.      He was a son of John M. and Anna Morgan Fischer and had been an employee of GMC, American Viscous Division for 32 years and was a World War II veteran.      Fischer was a member of the Masonic Lodge AF and AM No. 159 and was a 14th Degree Mason, Lodge of Perfection.      Funeral services will be conducted tomorrow at 2:30 p.m. at Vail Funeral Home, Ripley, with the Rev. John Mendez officiating.  Burial will follow in the Independence Cemetery, Sandyville.      Also surviving are his widow, Mrs. Mildred Hunt Fischer; daughter, Mrs. Nancy Madelyn Ware of Morgantown, sister, Mrs. Marie Hadly of Akron, Ohio and one granddaughter.     </p>
