  <p>Information: Constance Ann Parsons Dorsch, 57, of Steubenville, Ohio died Sunday, Oct. 29, 1989 at Ohio Valley Hospital, Steubenville after a short illness.  She was born April 23, 1932 in Ripley, a daughter of the late Charles and Elcie Casto Parsons.  She was a dispatcher and matron for the Jefferson County Sheriff&#39;s Department in Steubenville and was a member of the First Baptist Church of Steubenville.  Surviving:  husband, John W.; son, Stephen of Kingsland, Texas; daughters, Mrs. Rodney (Stephanie) Rouse of Mingo Junction, Ohio, Mrs. Curtis (Judith) Johnson of Steubenville and Mrs. Mark (April) Skonieczny with the U. S. Air Force and the Royal Air Force at Upper Hofford, United Kingdom; brothers, Lionel Parsons and Wendel Parsons, both of Wickliff, Ohio and Fred Parsons of St. Albans; sisters, Imogene Nuckles of Wheeling, Jewell Weekley of Piedmont, Ohio, Janet Ball of Ripley and Jaunita Dilley of Zanesville, Ohio; seven grandchildren.  Funeral services will be at 2:00 p.m. today (Wednesday) at Parsons Funeral Home with Rev. Sam Reszer officiating.  Burial will be in the Casto Family Cemetery, Belgrove.  Friends may call at the funeral home Wednesday from 12:00 noon until service time.</p>
