  <p>Information: James Richard Cigar Carter St., 60, of Chesapeake, died Monday at home after a short illness.  He was born in Chesapeake and was a retired glass worker for Libbey-Owens-Ford Glass Plant.  He was a member of Nazarene Church of Marmet.  Surviving:  sons, James Richard Jr. of Belle, Jesse Howard of East Bank, Jeffery Allen of Sissonville; daughters, Linda Miller of Colorado Springs, Colo., Deborah Cottrell of Ashford; sisters Doris Kirk of Ashford, Wanda Layne and Betty Jo Rider, both of Chesapeake; 12 grandchildren; one great-grandchild.  His sister, Phyllis Kirk, of Ravenswood also died Monday.  Service will be 11 a.m. today  (Wednesday) in Leonard Johnson Funeral Home, Marmet, with the Rev. Sunny Williams officiating.  Burial will be in Marmet Cemetery.   </p>
