  <p>Information: Frances Helen Mitchell, 90 of Liverpool died Aug. 11, 1991 at Jackson General Hospital in Ripley.  She was born in Roane County, a daughter of the late Curtis and Mertle Street Doan.  She was a member of the Mill Creek Baptist Church and a World War II veteran.  She is survived by her husband, Clarence, of Liverpool; and three sisters, Alice Meiers of Alma Gorda, N.M., Berdie Majeski of Richmond, Ohio and Ann Viola of Canton, Ohio.  Services will be 2 p.m. today (Wednesday) at the Mill Creek Baptist Church with the Rev. Herman Robinson officiating.  Burial will folow in the Baptist Grove Cemetery at Frozen Camp.  Vail Funeral Home is in charge of arrangements.  In lieu of flowers contribution may be made to the Mill Creek Baptist Church.</p>
