  <p>Information: Walter Otis Raines, 73 of Ripley, died Sept. 4, 1996 at Jackson General Hospital.  He was born in Kenna, W.Va., a son of the late George and Emma Redman Raines.  He was a U.S. Army veteran having served during World War II.  He was a retired law enforcement officer for the city of Ripley and also a Jackson County deputy.  He was a longtime barber and was a member of the Fraternal Order of Police.  Surviving are his wife, Ruby Comer Raines; one son, Ernest Raines of Ripley; two brothers, Everett Raines of Evans and Cleo Raines of Ripley; three sisters, Iva Waybright of Spencer, Marie Stutler of Ripley and Mildred Lane of Atlanta; two grandchildren, Charles "Chuck" Raines, Gay and Ernest "Ernie" Raines of of Morgantown; one great-granddaughter, Kayla Raines of Gay and several nieces and nephews.  He was preceded in death by two brothers, Richard Raines and Austin Raines.  Services were held Friday, Parsons-Waybright Funeral Home, Ripley, the Rev. Orville Walker officiating.  Burial in Fairplain Cemetery, Fairplain.</p>
