  <p>Information: Wayne C. Winter, 92, of Charleston, died April 16, in General Division, Charleston Area Medical Center, after a short illness.  He was the half brother of Maxine Rogers and Mildred Mundey, both of Staats Mills.  He was retired from the former W. L. Smith Company.  He was a member of Emmanuel Baptist Church and a veteran of World War I.  Additional survivors include his wife, Tressie; sons, Keith of Dunbar, Jack of St. Albans; daughters, Evelyn Montgomery of West Union, Ruth Shafer of Clendenin; seven grandchildren, and nine great-grandchildren.  Services were held Sunday at the Wilson Funeral Home, Charleston, with the Rev. Ronald Stoner officiating.  Burial was at the Fairplain Cemetery.</p>
