  <p>Information: JACKSONVILLE, FLA. - Kenneth David Winter, 39, of Jacksonville died June 29, 1999 at home after a short illness.  He wa a truck driver/laborer in the construction and plumbing fields.  He was an Air Force veteran, a native of South Charleston, W.Va., a member of First Baptist Church, South Charleston and a graduate of South Charleston High School.  Surviving:  son, David Kenneth Winter of Batesville, Miss.; parents, David Earl and Betty Winter of South Charleston; brother, Jeffrey Glenn of South Charleston; one niece and one nephew.  Service will be 2 p.m. Friday at Good Shepherd Mortuary, South Charleston, with the Rev. Frank Shomo officiating.  Burial will be in Fairview Cemetery, Given, W.Va.  Friends may call 90 minutes prior to service at the mortuary.  In lieu of flowers, the family suggests donations to the Capital Improvement Fund, c/o St. John&#39;s United Methodist Church, 4606 Kanawha Turnpike, South Charleston, WV 25309.</p>
