Information: DOC WINTER IS RIVER VICTIM, BODY FOUND - Arthur O. ""Doc"" Winter, 40-year-old building contractor of Ripley, drowned in the Ohio river at Ravenswood about 9:00 o'clock Saturday night.  His body was recovered from the river about 11:30 Sunday morning and was found in mid-stream about 300 feet upstream from Lock No. 22.  W. King Parsons of Ripley, Junior Jones and Gene Winter, a nephew, had accompanied Winter on the pleasure outing Saturday evening, and he said they were docking at the Ravenswood Ferry landing about 8:20  Saturday evening and Winter took his boat alone into the river for a final run.  After a few minutes the men on the shore could no longer hear the motor of the boat running and they thought Winter might be adrift.  The three then went 500 yards down river to the Locks only to find that Winter's empty boat had been hauled in by Lock employees.      Within a few minutes a brother, Harl Winter, Attorney Alvin Hunt and two employees of the C & P Telephone Company arrived at the scene and a thorough search was made on the banks and surrounding areas during the night.  On Sunday morning they were joined by members of the Ripley and Ravenswood fire departments, the U.S. Coast Guard and county, state and Ravenswood city officials and dragging the river was started.  At 11:30 Sunday morning the grappling hook of David James, a member of the Ravenswood fire department, caught the body in midstream about 300 feet above the wickets of Lock 22 and it was brought ashore.  County Coroner C. Royal Kessel pronounced him dead from drowning.  The body was brought to the Parsons funeral home.      Winter was a partner in the Winter Construction Company, the builder of many fine homes and numerous business buildings in and around Ripley and at the present time is developing Highlawn Sub-division and building the new school at Kenna.  He was a member and a trustee of the Ripley Evangelical United Brethren church, a member of the Bricklayers' Union, a veteran of World War II, where he served in the European Theatre of Operations.      Born April 24, 1920 at Fairplain, the son of Hereford Allen and Minnie Myrtle Stewart Winter, he was married May 25, 1946 to Juanita Rowley, who survives.  Survivors also include two sons, Arthur Allen Winter and Ronald Frederick Winter, and a daughter, Rebecca Ann Winter, all at home; seven brothers, the Rev. Vairl Winter, Harl, Ward, Criss and Glenn Winter, all of Ripley, George Winter of Atwater, Ohio, and Ford Winter of Baltimore, Md., and his mother, Mrs. Myrtle Winter of Fairplain.  A brother, Howard Winter, died Sept. 29, 1959, of a heart attack suffered at his home; and a nephew, Raymond Winter, 21, died April 24 of this year of carbon monoxide poisoning in a car near Ripley.  The funeral service was held at the Ripley E.U.B. church Tuesday afternoon with Rev. Homer Hicks officiating.  The burial with the Parsons undertakers in charge was at Fairplain.
